Highly Qualified Teachers and Para Professionals
NCLB: Highly Qualified Teachers and Paraprofessionals, Summer,
Teachers in grades 1-5 who took NTE and passed will be considered Highly Qualified.
Teacher Quality: Does It Really Matter?

Good teaching last a lifetime--and bad teaching limits dreams and oppotunities. Compelling evidence confirms wht parents have always known: A teacher's mastery of the academic content of what he or she teaches is critical to engaging students and inspiring them to academic excellence.
No Child Left Behind Act of 2001
*A blueprint for education reform was established.
*By the end ofthe 2005-2006 school year, all students will be taught by "highly qualified" teachers.
Highly Qualified=
1)State certification/licensing exam, AND
2)Bachelors degree, AND
3)For new elementary school teachers--
*rigorous subject matter test
*teaching skills (LaTAAP)
OR
For new middle/high school teachers
*rigorous test, OR
*academic major OR coursework equal to an academic major in each of the subjects he/she teaches OR
*has a masters degree in a pure content area (not in education) in each of the subjects he/she teaches
Practitioner teachers are "highly qualified" if they:
*have a four year college degree;
*have demonstrated subject matter competence (i.e. Praxis exam or academic major);
*receives high quality professional development that is sustained, intensive, and classroom focused;
*participate in a program of intensive supervision and regular, ongoing support for teachers;
*assume functions as a teacher on y for a specified period of time not to exceed three years; and
*demonstrate satisfactory progress toward full certification.
For teachers "not new" to the profession:
*rigorous test; OR
*academic major; OR
*advanced credentialing; OR
*advanced certification; OR
*high objective uniform state standard of evaluation (HOUSSE)
Definition: Elementary teachers who do meet the HQ definition may become HQ by meeting the following by the end of the 2005-2006 school year:
*have at least three (3) years of experience in the content area, AND
*hold a valid National Board for Professional Teaching Standards (NBPTS) certification in early childhood, middle childhood, or in a content area basic to elementary school OR
*have at least 12 semester hours of credit in each of the four core disciplines OR
*have an individual professinal growth plan approved by the local professional development committee that includes a plan to complete by 2006 at least ninety (90) Continuing Learning Units (CLUs) of high quality professional development (as defined in No Child Left Behind, Section 9101)
