Signed into law on January 8, 2002, the No Child Left Behind Act is the most sweeping reform of federal education policy in a generation.
The goal of th act is to close the achievement gap between disadvantaged and minority students and thier peers.
The act states that all reading instructional programs must be grounded in scientifically based research.
To meet the major federal funding programs' definition of scientific, research-based programs the following is required:
*Grounded in theory
*Evaluated by third parties
*Published in peer-reviewed journals
*Sustainable
*Replicable in schools with diverse settings
*Able to demonstrate evidence of effectiveness

An Exerpt From Scholastic's Title I, Part A
Highlights for Using Funds
Purpose: Improve the teaching and learning of children in high-poverty schools to enable those children to meet challenging state academic content and performance standards.
*Targets Pre-K to 12 activities in high poverty districts or schools to support learning instruction. Builds literacy-rich learning environment.
*Extra instruction in reading and mathematics, science, and computers.
Flexible and allows for direct reading instruction based on
individual, small group or whole class instruction.
Bring the real world into the classroom through vocabulary
enrichment and carefully leveled nonfiction text while exposing
children to reading, social studies, math, and science curricula.
Support instructional content in the five essential components of reading instruction:
phonemic awareness, phonics, vocabulary, fluenecy and comprehension, and include additional skills-based lessons in writing, listening/speaking, and thinking/study skills.
Support instructional content through fluency with numerical data and
processes, and diagram and chart-reading skills--critical
elements in all math and science state-assessment tests
throughout the country.
Offer educational Web-sites with additional reading materials,
teacher support, and assessment tools.
*Special preschool, after-school, and summer programs to extend and reinforce the regular school curriculum.
Support extended learning instruction by providing flexible lesson
plans that incorporate teacher modeling and cooperative
learning in small groups.
Use successful programs that have been used both in-school and
after school programs, as well as in Title I and PreK programs.
Provide independent student reading practices with grade appropriate
text.
Give students at-home reading assignments to encourage parent
involvement.
Foster use of reference materials to extend learning strategies.
*Activities that scientifically-based research suggests will be most effective in helping all students meet State standards. (Math=NCTM Standards, Science=NSES, NCTE and IRA standards)
*School Improvement efforts that utilize effective practices based on scientific research. Support a comprehensive reading program by incorporating instruction based on edcuational practices that work.
*Professional development to improve:
* Knowledge and understanding of reading
* Instructional practices and strategies
* Classroom management
Provides ongoing teacher support that is product specific, identifies methods and strategies, and provides classroom organization and management tips.
