LOUISIANA READING ASSOCIATION MINI-GRANTS

PURPOSE
The mini-grants are designed to enable persons in the field of reading to implement innovative educational projects which will either meet a new need or solve an old problem.

ELIGIBILITY
Any person who has been a member of IRA, LRA, and his/her local council for two or more consecutive years is eligible.  A past recipient may apply for another grant if all conditions (see the CONDITIONS section) have been met on the previously awarded grant.  The grant recipient must have submitted the following to the Studies and Research Chairperson:
1. Receipts of items purchased
2. Presentation Report form

AVAILABILITY
A maximum of eight $500.00 mini-grants will be awarded.  If any proposals with a budget of less than $500.00 are accepted, then funds may be available for additional mini-grant awards.

DEADLINES
Proposals must be received by April 1, 2005.  Mail to: Linda Malloy; Studies and Research Chairperson; Metairie Grammar School; 201 Metairie Rd.; Metairie, LA 70005.

SELECTION PROCESS
Blind review procedures will be followed by a committee of LRA members, representative of LRA membership and previous grant recipients.  Ratings of each proposal will be compiled by the Research Chairperson who will report results to the LRA Board of Directors.

NOTIFICATION
Recipients of the mini-grant awards will be notified by mail and recognized at the LRA Leadership Conference.

CONDITIONS
1. The mini-grants can only be awarded through an educational institution or a local council of LRA.  Awards cannot be given directly to individual investigation.
2. Recipients must adhere to LRA accounting/reporting procedures.
3. The research study or project must be conducted during the 2003 - 2004 school year.
4. Recipients must agree to present findings at the succeeding LRA State Conference or submit an article to Reading: Exploration and Discovery.


PROPOSAL GUIDELINES

1. Identify a feasible idea for a research study or project in the field of reading/literacy.

2. Type the information requested on the Mini-Grant Identification Cover Sheet and attach this sheet to the front of your proposal.  DO NOT INCLUDE YOUR NAME, THE NAME OF YOUR SCHOOL, THE NAME OF YOUR COUNCIL, OR ANY IDENTIFYING INFORMATION IN ANY OTHER SECTION OF THE PROPOSAL.

3. State the proposal (no more than two to three pages) using the following format:

A.  TITLE

B.  OVERVIEW (What is the project about?  Why is it necessary (cite research)?  What learners will be targeted?)

C.  GOAL & OBJECTIVES (How do you expect to impact learning?)

D.  PROPOSED ACTIVITIES (What will you do to achieve your goal and objectives?)

E.  TIMELINE (When will each activity be performed?)

F.  METHOD OF EVALUATION (How will you determine that the project objectives have been met?)

G.  BUDGET SUMMARY (What is the estimated cost of each item that is needed?)

4. Discuss your mini-grant proposal with an administrator in your school or institution or your local council president in order to secure his/her agreement to handle the funds allocated by LRA.

5. Secure the signature of your local council/special interest group president or membership director verifying your LRA and IRA membership numbers and that you have been a LRA and IRA member for two or more consecutive years.  (See Mini-Grant Identification Cover Sheet)

6. Mail (by the due date) six copies of your cover sheet and proposal to: Linda Malloy; Studies and Research Chairperson; Metairie Grammar School; 201 Metairie Rd.; Metairie, LA 70005.

LRA MINI-GRANTS -- ACCOUNTING PROCEDURES AND REGULATIONS

1. Individuals are not authorized to act as the fiscal agent for the grant and must therefore arrange for either a school or local reading council to act in this capacity.  A representative of the fiscal agent must sign this form along with the grant recipient.

2. A balance sheet must be kept by the fiscal agent showing credits and debits.  This balance sheet as well as copies of all receipts for items purchased must be returned to the LRA Studies and Research Chair at the end of the fiscal year for which the mini-grant is awarded.

3. At the end of the fiscal year, any unencumbered funds must be returned to the LRA treasurer.

4. The approved submitted proposal will serve as a guideline for this project.  All funds must be expended in accordance with this proposal.

Do not submit this section.  It is included so applicants will know the criteria for judging.

Adherence to Proposal Guidelines (A no response results in automatic disqualification.)
